Probably Andres Michael Ramsay (1686-1743), born in Scotland but spent most of his life in France where he was known as the Chevalier de Ramsay. Ghezzi must have portrayed him in 1724 when he was in Rome for a short time as tutor of the two sons of James Francis Edward, the Pretender (1688-1766).
